Visa-free, visa on arrival, eVisa and eTA are not synonyms
A worksheet for translating border-policy labels into the actions a traveller must complete before check-in and on arrival.
"Visa-free" describes an outcome. It does not tell you everything that happens before boarding or at the border. An eVisa describes an application channel. A visa on arrival describes where an application is completed. An electronic travel authorisation, or eTA, can be required even when a country has replaced conventional tourist visas.
Confusing the labels can mean arriving at check-in without an approval that the airline expects. This worksheet turns each label into actions.
Fill in the country pair
Write the destination and the nationality on the passport you will present. Add the passport type if it is not an ordinary national passport.
- Destination: __________
- Passport nationality: __________
- Passport type: __________
- Purpose: __________
- Arrival date: __________
- First port of entry: __________
Immigration rules apply to this combination. Residence in another country may determine which consulate handles an application, but it does not usually replace passport nationality.
Visa-free
Visa-free entry means the traveller does not obtain a visa for the covered visit. It does not mean entry without conditions.
Record the maximum stay, permitted purpose, passport-validity rule, blank-page rule and any requirement for an onward ticket or funds. Check whether an electronic authorisation remains necessary. A country may use "visa-free" in public messaging while still requiring an online pre-travel step from some passports.
Write the official exemption page and the date checked:
- Exemption source: __________
- Allowed stay: __________
- Advance action: __________
Visa on arrival
A visa on arrival moves the application decision to the border. The traveller may still complete a form, pay a fee, provide a photograph and show the itinerary.
Rwanda says nationals of all countries can receive a visa on arrival, while giving fee waivers or longer terms to specific groups. Tanzania allows arrival applications for many nationalities but excludes referral cases unless they have prior approval. The same label therefore has country-specific limits.
Record the eligible entry points and accepted payment method. Confirm that the airline will board the passport holder under the published rule.
eVisa
An eVisa is applied for through an electronic system. Approval normally needs to arrive before travel. The traveller may still need to print or download a grant notice and present supporting documents at the border.
Tanzania recommends its online visa platform and tells applicants to wait for the grant notice. Payment confirmation is not approval. An application number is not approval either.
Record the government domain before uploading a passport. Search advertisements and commercial agents often mimic official portals.
- Official portal: __________
- Application reference: __________
- Approval received: yes / no
Electronic travel authorisation
An eTA is permission to travel for an eligible visit. Kenya directs visitors to obtain its electronic travel authorisation before the journey, subject to the exemptions applied by the official portal.
The legal label differs from a visa, but the airport consequence can be similar: if an eTA is required and missing, an airline can refuse boarding. Approval also does not compel a border officer to admit the traveller.
Record the passport number linked to the approval and compare it with the physical document before departure.
Advance visa through a mission
Some passports or purposes require an application through an embassy, high commission, consulate or contracted centre. South Africa tells travellers to check its exemption list and consult the responsible mission when a visitor visa is required.
Mission jurisdiction can depend on residence. Documents and payment methods can differ between locations. Use the mission responsible for your address rather than a checklist copied from another country.
Record the appointment, submission location and passport-return plan. A flight booked inside the expected processing period creates avoidable risk.
Permission to travel is not admission
Kenya, Tanzania and South Africa all express the same distinction in their official guidance: an approval or visa allows travel to a port of entry, where an officer makes the admission decision.
Carry evidence consistent with the application. Check the entry stamp or electronic record before leaving the desk. The period granted on entry controls the visit.
A tourist permission also does not become work permission because the stay is short. Match the category to the actual activity.
Run the five-action test
For any label, answer these questions:
- Must I act before check-in?
- Must I pay before travel or at the border?
- What document proves approval?
- What can the officer ask for on arrival?
- Does leaving and returning require another entry?
If one answer is unclear, the label has not finished the research. Return to the destination immigration authority.
Keep a dated result
Save the official URL, screenshot or PDF with the date checked. Repeat the check before a non-refundable booking, before application and shortly before departure.
The category names are useful only when they lead to the correct actions. A one-page worksheet is safer than remembering that a country was described as open.
